Lesson 4.1 — Objectives
Objectives
Use this short orientation to understand the purpose of Section 4, the topics you will cover, the presenters you will learn from and the decision pathway connecting market evidence with procurement design.
Purpose of Section 4
Open Market Consultation (OMC) is the bridge between understanding the market and designing a fair, realistic procurement. This section shows how to plan that dialogue, protect competition, interpret supplier evidence and convert the findings into defensible procurement decisions.
Main topics at a glance
Your presenters
Three complementary perspectives connect legal and process foundations with implemented cases and Big Science supplier engagement.
Jozef KubinecInnovation procurement practitioner and INPROCAP trainer. Covers the OMC legal framework, process design, analysis and translation of evidence into procurement strategy.
Agata Rakowska & Katarzyna LenartNCBR innovation-procurement practitioners. Present two Polish OMC models and the practical choices behind their scope, methods and outcomes.
Nikolaj ZangenbergDirector of the Big Science Center at DTI and Industrial Liaison Officer. Explains Industry Days, matchmaking and early supplier engagement in the BSO ecosystem.
What you will learn
- Position OMC between State-of-the-Art analysis and final procurement design
- Preview the legal safeguards, design choices and evidence outputs covered in the section
- Understand how the NCBR cases translate OMC principles into practice
- Recognise the different purpose of OMC and broader Industry Day engagement
- Know which presenter and lesson addresses each part of the learning pathway
From market evidence to procurement design
Section 4 follows one decision pathway. Each lesson adds a layer of evidence or control.
Case evidence: NCBR demonstrates formal OMC implementation; Industry Days show the wider supplier-engagement ecosystem.
Key terms
| OMC | Open Market Consultation: structured, pre-procurement dialogue used to prepare a procurement. |
|---|---|
| SOTA | State-of-the-Art analysis: the evidence base that OMC can validate. |
| Economic operator | A supplier, contractor or service provider active in the market. |
| Industry Day | An engagement and matchmaking format used to build supplier awareness and relationships. |
Connection to the wider pathway
Needs assessment defines the problem. SOTA maps the market. OMC tests the evidence with market actors before the procurement documents are finalised.
Before you continue
