The INPROCAP project is building the skills and tools necessary for all actors in the Big Science ecosystem to succeed. The seventh webinar, titled “Innovation Partnership – Procedure & BSO Practice”, is part of the INPROCAP Webinar Series (October 2025 – December 2026) and focuses on how Innovation Partnerships can support collaboration between Big Science Organisations (BSOs) and companies in developing and procuring innovative solutions.

In this two-hour session, participants will:

  • hear an expert overview of the Innovation Partnership procedure and its key considerations
  • explore the INPROCAP Innovation Partnership Training Manual and learn how to use it as a practical reference
  • review a Big Science example and discuss transferable lessons.

Learning objectives

By the end of this session, participants will:

  • understand the Innovation Partnership procedure and when it is suitable (compared to pre-commercial procurement (PCP) and other procedures)
  • become familiar with the INPROCAP Innovation Partnership Manual and how to apply its tools in practice
  • learn from BSO practice examples and identify elements transferable to other organisations

  • Industrial Liaison Officers (ILOs) 
  • Big Science Organisation (BSO) procurement and technical staff 
  • Companies, including small and medium-sized enterprises (SMEs) and start-ups interested in working with BSOs 
  • Stakeholders involved in innovation procurement and R&D collaboration
Preliminary Agenda
We prepared several interesting sessions for you:

Session 1 – Innovation Partnership – legal and procedural foundations

An expert speaker unpacks the Innovation Partnership procedure under Directive 2014/24/EU: when to use it, how it compares to PCP and competitive dialogue, and the key design choices around requirements, award criteria, and negotiation.

Session 2 – Case example: Amsterdam

A practical walkthrough of how Amsterdam applied the Innovation Partnership procedure — covering scope definition, requirements, negotiation approach, and transferable lessons for other procurers.

Session 3 – BSO practice: EUXFEL + INPROCAP Training Manual

EUXFEL shares its hands-on experience with Innovation Partnership, followed by a presentation of the INPROCAP Innovation Partnership Manual with key tools, checklists, and guidance for real BSO workflows.
